Interesting constellation

This morning, I ran across the attached transponder on G17-Ku.  It wouldn't lock.  Maybe, since it's only repeating 2 numbers, perhaps the tuner couldn't figure out whether it was QPSK or 8PSK,  although it's probably QPSK.  Maybe it was just warming up before they actually started sending digital data or something.
  Anyway, never saw one like this before.  I've seen, just one spot, but never two.
